Background of the study
Nigerian Pidgin, as a lingua franca, has emerged as a significant medium of communication in urban centers, transcending ethnic and linguistic boundaries. In the context of cross-cultural policy discourse, Nigerian Pidgin serves as a tool for bridging gaps between diverse cultural groups. Urban policymakers increasingly recognize its potential to foster inclusive communication, facilitate policy implementation, and promote social cohesion (Udo, 2023). The language’s dynamic and adaptive nature enables it to be used in both informal community interactions and formal public debates. Recent studies highlight its role in mediating cultural conflicts and enabling grassroots political engagement (Eze, 2024). Despite its widespread use, challenges persist regarding standardization and formal acceptance in policy frameworks. This study examines the dual role of Nigerian Pidgin as both a cultural marker and a policy instrument in urban centers. By analyzing policy documents, media content, and stakeholder perspectives, the research investigates how Nigerian Pidgin contributes to cross-cultural dialogue and policy discourse, ultimately enhancing communication among diverse urban populations (Obi, 2023; Nwachukwu, 2024).

Statement of the problem
Despite its widespread informal use, Nigerian Pidgin’s role in formal cross-cultural policy discourse remains underrecognized. Inconsistencies in standardization and varying perceptions of its legitimacy have limited its integration into urban policy frameworks (Udo, 2023). Urban centers struggle to reconcile the informal, dynamic nature of Nigerian Pidgin with the formal requirements of policy language, resulting in communication gaps and misunderstandings (Eze, 2024). This study seeks to explore the factors hindering the formal adoption of Nigerian Pidgin in policy discourse and to identify opportunities for its more effective integration into cross-cultural communication strategies (Obi, 2023).

Objectives of the study:

  1. To evaluate the current role of Nigerian Pidgin in urban cross-cultural policy discourse.
  2. To identify challenges in standardizing and formalizing Nigerian Pidgin for policy use.
  3. To propose recommendations for enhancing its integration into policy frameworks.

Research questions:

  1. How is Nigerian Pidgin used in cross-cultural policy discourse in urban centers?
  2. What challenges affect its formal recognition in policy frameworks?
  3. What strategies can improve the integration of Nigerian Pidgin into cross-cultural communication?

Significance of the study
This study is significant as it sheds light on the evolving role of Nigerian Pidgin in urban policy discourse, providing insights into how a non-standard language can serve as a tool for cross-cultural communication. The research findings will benefit policymakers, linguists, and communication experts by identifying best practices and challenges associated with formalizing Nigerian Pidgin. Ultimately, the study aims to promote more inclusive and effective policy communication in urban centers, contributing to social cohesion and cultural integration (Udo, 2023; Eze, 2024).

Scope and limitations of the study:
This study is limited to evaluating the role of Nigerian Pidgin in cross-cultural policy discourse in urban centers. It focuses on formal policy documents and media representations, excluding rural or informal settings.
